There are times in the
summer, during the peak of the tourist season, when this
photo could not be taken with less than 500 people visible
on these streets. This time of year, right before the
legislature arrives at the capital, things are pretty quiet.
Surprisingly, the businesses (especially the restaurants)
that stay open downtown this time of year enjoy better
numbers than in the summer. This is when the locals roam
