Juneau has had a bear problem in the past.  When a bear learns that there are free vitals in garbage cans, they become a nuisance and soon need to be put-down. Therefore, Juneauites have learned to protect their garbage. These "bear proof" garbage cans are all over Juneau.  As a bonus, it is especially funny to watch tourists trying to figure out how to open them.
