It isn't hard to get around Caracas without a car.  Between the taxi's, buses, and metro, I can pretty much get anywhere in the city in a reasonable amount of time.  By far, my favorite mode of transportation is the underground metro which runs from east and west the length of the city.  A ride costs about 25 cents and trains come through every 3 minutes or so.  The nearest station is a 15 minute walk from my apartment.  I probably use the metro 2 or 3 days out of every week.
